Does Credit Acceptance "do" replacement vehicles?

Had a 99 grand am. Worth 1700, minus deductable & some other **** I can't remember right now the cash settlement that was offered is $590. My insurance company sucks & I just need an idea of what's going on before I go off on a rant.
