THE SIMS MEDIEVAL HELP!!! so I want to do testingcheatsenabled=1 but commands.ini isn't working, please HELP!!?

So I try to change commands.ini but it won't let me. I change properties and uncheck read-only and it says I have to be an admistrator, and a thing pops up to allow administrator but it still doesn't work. And when I change from testingcheatsenabled=0 to testingcheatsenabled=1 and hit save it says "do you want to overwrite" and I say yes, then it says the file is only read-only!!!! WHY WON"T IT WORK??????
