Why in the Mission 555 We Tip in Grand Theft Auto San Andreas keep stopping at the part when i call the cops?

When I play GTA San Andreas I can't get past 555 We Tip. When I play it it gets to the part when I call the cops and Carl just leans on the light and nothing happens.
